De onzin van de nationale stresstest
Ierse banken maken zich zorgen. De Ierse banktoezichthouder publiceert donderdag immers het resultaat van haar stresstests die de weerbaarheid van banken tegen hypothetische externe schokken meten. Sommige banken maken zich mogelijks klaar voor een nieuwe kapitaalinjectie. Maar niet alleen Ierland moet zich zorgen maken, ook de positie van andere Europese banken is nog steeds onduidelijk.
Heel wat Europese banken hebben vandaag de dag reeds activiteiten in verschillende Euopese landen of zijn actief op mondiale schaal. Omdat het nog steeds de nationale overheden zijn die in beeld komen wanneer er iets fout loopt, hebben Europese lidstaten meermaals aangedrongen op meer van die stresstests.
En vermits het de nationale belastingbetalers zijn die de reddingsoperaties van de banken betalen kunnen die stresstest maar best op nationaal niveau worden gedaan wordt geargumenteerd. En dus worden stresstesten voorbereid door nationale toezichthouders met een minimale inbreng van de recent opgerichte Europese Bank Autoriteit (EBA).
Dit is echter niet zonder gevaar. Wanneer minder dan een halfjaar na de laatste stresstest Ierse banken in de problemen komen, was het meteen duidelijk dat de situatie van de Ierse banken een belangrijke rol heeft gespeeld bij het tot stand komen van de test. Dat heeft het vertrouwen van de markt in de test geen goed gedaan. Wat is de waarde van een test dat eerste bepaalt wie zal slagen en pas later de criteria vastlegt?
Financieel toezicht kan in een Europese eenheidsmarkt niet langer enkel en alleen gebeuren door nationale toezichthouders. Sommige Europese lidstaten zijn bewust soepeler in het toezicht en de rapportering die ze verwachten van hun bedrijven dan andere lidstaten om kapitaal aan te trekken en worden daarvoor niet op de vingers gewezen. Belastingbetalers mogen dan wel betalen voor hun banken in slechte tijden, ze genieten wel van de bijdrages van dezelfde banken tot de begroting in goede tijden. Er is dan ook een duidelijke nood om binnen de eurozone (en nog beter, binnen de Europese Unie) toezichthouders de mogelijkheid te ontnemen om zich te laten verleiden door door nationale belangen.
De markt koestert grote verwachtingen van de pas opgerichte Europese Bank Autoriteit en de vraag blijft of de nieuwe Autoriteit aan deze verwachtingen zal kunnen voldoen. EBA publiceert een nieuwe reeks stresstesten voor juni 2011 (waarvan de Ierse deel uitmaken). De vraagt blijft hoe de markt zal reageren op de nieuwe test. In elk geval zou het wijs zijn voor banktoezichthouders om banken regelmatiger onder de loep te nemen en niet alleen op vraag van politici of wanneer het de financiele markten niet voor de wind gaat. Op deze manier kan een betere test worden ontwikkeld en ontstaat er geen paniekreactie op de markt wanneer blijkt dat aan nieuwe stresstests word gewerkt.
Banktoezichthouders zullen in elk geval beter moeten doen dan in het verleden. Tijdens de discussies over de oprichting van de nieuwe Europese toezichthouders hebben nationale toezichthouders altijd op hun onafhakelijkheid blijven hammeren. In tijden waar nationale begroting onderworpen zijn aan een Europese toets, is het op zijn minst merkwaardig dat banktoezichthouders ontsnappen aan elke vorm van Europees toezicht.
Het huidige consensusmodel waarbij de stresstests worden voorbereid op nationaal niveau speelt in het voordeel van landen die zich voorbereiden op kapitaalinjecties. Het systeem laat geen ruimte voor meer transparantie, sterkere tests en het delen van informatie tussen de lidstaten. Nochtans cruciaal voor effectief toezicht.
Slagen de stresstests er niet in om de markt te overtuigen in juni 2011 dan zullen banktoezichthouders elkaar niet langer de boeman kunnen doorspelen. Hun credibiliteit staat op het spel. Net als deze van de kersverse Europese Bank Autoriteit. Loopt het wederom fout dan kunnen stresstest best meteen aan de Europese Bank Autoriteit of de Europese Centrale Bank worden toevertrouwd. Een bevoegdheid die ze eigenlijk al zou moeten hebben.
